Santa Clara voters may be getting a lot more than they bargained for if they approve the new 49ers stadium – like maybe the Oakland Raiders. Consider: Both the environmental review and the design for the proposed 68,000-seat stadium have been drawn up to include the possibility of a second team moving in, on the recommendation of NFL bosses. If the City Council certifies the environmental impact report next month, the two-team option will be written into any stadium proposal that goes before voters. That way, “if the two-team concept turns out to be practical and doable, we have the right regulations to proceed,” said Niners VP Lisa Lang.
